Investigate (Combat command)

The investigate ability has two uses. The first is to investigate
if a player has been the victim of a crime. This will give an amount of
information about the criminal, but not necessarily the name... sometimes
only the profession or the race can be determined.
The second use is to determine if a criminal is indeed the person
who committed a crime against the specified victim. This means that the
player may only know that 'a dwarf' committed a crime, and must investigate
dwarves to see if they are the true criminal.
Success is based on the 'intuition' common skill, being in the same
location as the crime, and the time passed since the crime was committed.
A successful (or even partially successful) investigate attempts costs
15 EP, while a failed one costs 10 EP.
As investigation is tiring work, you cannot investigate too quickly;
you are only allowed 2 investigations within 10 minutes. After you
investigate twice, you need to wait 10 minutes since the first investigate
attempt before you can investigate again.
