Er (Social command)

er report <#>

The er command provides a means for you to communicate with other
players who serve Sauron in the War of the Rings. This comm only provides
intra-side communication. It allows several arguments:
- er on/off - turns the er comm on or off
- er list - shows everyone who is tuned in
- er hist - shows the recent comm history
- % <message> - sends a message over the er comm
- %: <emote> - sends an emote over the er comm
- er report <#> - sends a report about an inappropriate comm to the admin
The color of the er comm can be set with the 'color' command.
