fr report <#>

The fr command provides a means for you to communicate with other
players who oppose Sauron in the War of the Rings. This comm only
provides intra-side communication. It allows several arguments:
- fr on/off - turns the fr comm on or off
- fr list - shows everyone who is tuned in
- fr hist - shows the recent comm history
- % <message> - sends a message over the fr comm
- %: <emote> - sends an emote over the fr comm
- fr report <#> - sends a report about an inappropriate comm to the admin
The color of the fr comm can be set with the 'color' command.
