Newbiecomm (Social command)

Newbiecomm is the communication channel (comm) that allows newbie
helpers to speak with newbies and vice-versa about the perils of
newbiedom. It is available to players up to level 15 -- and the helpers.
The newbiecomm line has several commands:
- newbiecomm on/off - turns the newbiecomm on or off
- newbiecomm list - shows everyone who is tuned in
- newbiecomm hist - shows the recent newbiecomm history
- ] <message> - sends a message over the newbiecomm
- ]: <emote> - sends an emote over the newbiecomm
The color of the newbiecomm can be set with the 'color' command.
